The CAF Effective User Family in the Western Balkans Expands: City of Bihać and PARCO Join the Network

Over the past two days, ReSPA Director Handjiska-Trendafilova awarded the CAF Certificate to representatives of the Public Administration Reform Coordinator’s Office (PARCO) and the City of Bihać.

Committed to enhancing excellence in quality management across the Western Balkans' public administration, ReSPA continues to focus on implementing the Common Assessment Framework (CAF) in as many institutions as possible. Achievements in this process strengthen not only the certified institutions but also regional cooperation and overall administrative development in the region.

The strategic implementation of CAF, along with the CAF External Feedback Procedure (PEF), plays a crucial role in institutional development. Notably, public servants from across the region lead the PEF processes, guiding their peers through certification and fostering a culture of continuous quality improvement. This approach ensures the sustainability of QM advancements in the region. Through the Regional Quality Management Centre, ReSPA is proud to catalyze this process and drive public administration excellence in the Western Balkans.

By adopting CAF, the City of Bihać and PARCO have set clear objectives aligned with principles of good governance and quality management in public administration. Following a structured self-assessment cycle using the CAF methodology—mentored by regional peers—both institutions successfully implemented CAF and timely submitted their requests for the PEF procedure.

Experts Leading the External Feedback Procedures (EFACs) for the City of Bihać - Kenan Avdagić (PARCO) and Sanja Tajisić (Agency for Civil Service of Republika Srpska), as well as for PARCO - Dalibor Ćopić (Agency for Civil Service of Republika Srpska) and Staša Sihrovski (Directorate for European Integration of BiH) guided their colleagues through the PEF process and confirmed that both institutions have initiated and implemented a significant number of actions from their CAF Action Plans. Their achievements demonstrate a strong commitment to improving efficiency, service effectiveness, and applying Total Quality Management (TQM) principles.
