Vacancy Announcement: Partnership and Knowledge Management Officer

The Regional School of Public Administration (ReSPA) has launched the Vacancy announcement for the position of “Partnership and Knowledge Management Officer”, in the frame of the EC Grant Contract CN 2025/488773.

 

The Partnership and Knowledge Management Officer (PKMO) will be in charge for developing the Knowledge management platform, promote its usage as well as maintain it constantly updated. The officer shall also tackle business development as well as supporting the fulfilment of horizontal aspects, such as programming, reporting, monitoring, evaluation, identification of training opportunities, etc.; all related to the activities implemented under the Grant. Furthermore, the officer will devote part of the time to steer regional donor coordination and institutional partnerships.

Vacancy Announcement – Director of the Regional School of Public Administration (ReSPA)

ReSPA is a regionally owned international organisation and a joint endeavour of the European Commission and the Western Balkan administrations. ReSPA serves as a central platform for advancing Public Administration Reform, strengthening regional cooperation and supporting the region’s alignment with the European Administrative Space.

The Director is the Head of the ReSPA Secretariat and is responsible for the strategic leadership, management and overall functioning of the organisation. Reporting directly to the ReSPA Governing Board, the Director will provide vision and direction for the continued development of ReSPA, strengthen partnerships with member administrations, the European Union and international partners, and further enhance ReSPA’s role as a regional hub for public administration excellence.

The Regional School of Public Administration (ReSPA) has launched the Vacancy announcement for the position of “Programme Manager (Legal)”, a full-time position, located in the ReSPA Secretariat, in Podgorica, Montenegro.

The Programme Manager (Legal) at ReSPA plays a pivotal role in strengthening the organization’s governance, legal framework, and programme delivery in support of public administration reform across the Western Balkans. This position is responsible for designing, implementing, and managing capacity-building programmes that enhance administrative capacities and support EU accession processes, while ensuring that all activities are aligned with ReSPA’s strategic objectives.

In parallel, the Programme Manager (Legal) provides comprehensive legal support to the organization’s operations, including governance structures, human resource management, procurement, and contractual relations. The role ensures that ReSPA’s internal rules, procedures, and external engagements comply with applicable legal standards and international best practices. Working closely with internal teams, governing bodies, and external stakeholders, the Programme Manager (Legal) contributes to effective decision-making, risk mitigation, and institutional integrity.
