Strengthened and professionalised public servants are the driver for changes and improvements within the governments in the Western Balkans. The public institutions are strong as their teams are professional, motivated and proactive in meeting the ever-changing needs of the businesses and citizens.

We are determined to empower public servants by providing them with critical insights, knowledge, and tools to advance organisational culture and HR units' role as agents of change in the civil service. We support merit-based recruitment that is trusted, legitimate, and aimed to appoint competent people and enable their career development.

Attracting, recruiting, and retaining the best people; listening to their voices; developing agile leaders; introducing knowledge management that supports learning how modern administrations work; building an innovation culture, inclusion, and diversity; fostering integrity and deploying digital skills are just some topics we tackle to drive changes and improvements in the Western Balkans’ administrations. Developing attractive careers in public administration at all levels is important for nurturing motivated public servants. Thus, we embedded all these topics in our programme activities to build grounds for constant improvement in human capital, which is the backbone of all regional reform processes. 

We organise various capacity-building events, conduct tailor-made research, and targeted policy recommendations. Through the Regional Thematic Group on HRMPD, we foster the exchange of experience and acquaint and empower public servants concerning new trends in the area of HR.

We continue to nurture civil servants' development by listening to their needs and bringing them closer to the HR trends and career development so they can thrive in responding to societal changes and meeting the growing needs of our citizens.
