National governments often lack evidence as to the quality of human resources management practices in public administration. Despite well-intentioned reform efforts, it remains challenging to effectively and reliably monitor the quality of implementation by individual institutions, to identify compliance gaps, differences in management practices across institutions and groups of civil servants.

ReSPA has planned to conduct piloting of satisfaction of civil servants in two ReSPA Members, Albania and North Macedonia. The survey will be conducted in cooperation with SIGMA and with the support of the European Commission. This survey will help in generating new evidence for the improvement of the quality of human resources management in public administrations in two ReSPA members. The pilot surveys should also assist partners (ReSPA, OECD/SIGMA, European Commission, etc.) in the development of future activities that will support the respective administrations in the implementation of good quality human resources management.

The European Commission (EC) provides directly managed funds for support of ReSPA activities (research, training and networking programmes) in line with the EU accession process. 

1.2 ReSPA Programme of Work 2021 encompass variety of activities within key thematic areas Centre of Governments, Better Regulation, Human Resource and Development, Quality Management and e-Government which shall be announced and promoted through social media channels, such as a  Regional Network of Policy Coordination (ReSPA Open Days), Seasonal School on EU Integration on IPA III, development of the ReSPA Regional Quality Management Centre, Ministerial Conference, eGovernment Seasonal School, ReSPAthon, Open Government Partnership (OGP), Regional CAF Resource Centre and HRMD activities.   Additional events/topics that shall be communicated are mainly directed to the celebration of ReSPA's 10th Anniversary, High-Level Policy Dialogues and other activities related to the ReSPA's programme outreach or other novelties that shall be communicated or promoted.                                                        

 

Section 2. Preparation of CVs and supporting documentation

2.1 Language of application:

The CVs (maximum 3 pages, Ariel 11) and supporting documentation shall be prepared in English.

2.2 The CVs should provide information on the qualifications and competencies of the applicant, her/his general track record and previous specific experience in similar assignments, as required by the Terms of Reference. The applicants should particularly state in their CVs:

  • General professional experience;
  • Specific professional experience, in line with ToR.

 

2.3 The required qualifications and skills: as per Terms of Reference

Section 3. Submission of CVs and supporting documentation

3.1 The interested candidates are invited to submit a proposal consisting of the following documentation:

  • Proposal: explaining their experience related to the subject and how they intend to respond to the assignment;
  • Personal CV including past experience in similar activities and particularly issues referred to under point 2.2 of this Procurement Notice;
  • At least three contacts for references (name and position of referee, email address and phone number) which may be contacted by ReSPA. (NOTE: There is no need to submit reference letters; ReSPA will directly contact the referees).

 

3.2 The required documentation should be submitted in electronic format by e-mail to the following address: procurement@respaweb.eu by 31 March 2021 before 3 PM CET. Public servants from ReSPA Members and Kosovo* are not eligible to apply.

Selection 4. Evaluation of offers

4.1 The offer will be evaluated against the required qualifications, experience, skills and competencies as defined in Terms of Reference.

4.2 The applicant securing the highest final ranking will be invited to submit a financial proposal (the financial proposal shall specify a total sum amount in EURO for Expert's daily fee) and negotiate the contract. If negotiations are successful, the selected candidate will be awarded the contract. Should the negotiations fail, the next ranked candidate will be invited to negotiations.

Section 5. Final Considerations

5.1 The payment will be made in three (3) instalment, as explained in Terms of Reference, following the submission and approval of the deliverables.

5.3 ReSPA reserves the right to cancel this procurement procedure at any moment without any compensation to the applicants. The cost of preparing a proposal and negotiating a contract, including any related travel, cannot be reimbursed by ReSPA under any circumstances, nor can ReSPA be held liable for it, regardless the outcome of the procurement procedure.

The key requirement of the service delivery (SIGMA principles for Service Delivery) is to create citizens-oriented administration with ensuring the quality and accessibility of public services. Hence, the improvement of public administration and public services through introducing instruments for quality management in the public administration institutions is seen as one of key prerequisites for sustainability of reforms and better performance of public administration. Bosnia and Herzegovina have mixed experience with bottom-up and top-down approach in the implementation process of quality management. The first introduction of Common Assessment Framework system was initiated at the end of 2004 when EDA organization assisted six local governments to make self-assessment and prepare improvement plans. As a part of the OSCE project „Local First“ in BiH, thirty municipalities were assisted to introduce the CAF system during the period 2010-2012.

There is no evidence that any of those local governments still use the CAF. In order to systematize this process, and in line with the Decision of the Government of the Republic of Srpska Government, Civil Service Agency (CSA) of the Republic of Srpska has undertaken several steps and activities within public authorities in promoting CAF model and its implementation. The CSA RS CAF experts possess knowledge, but further external assistance in facilitating consensus workshop in the RS Ministry of Administration and Local Self-Governance is needed.  Specifically, there is a need for engagement of one Senior Expert in Common Assessment Framework (CAF) methodology who would provide expertise in reviewing CAF questionnaires and a facilitation of two days CAF consensus workshop.
