Capacity Development


The ReSPA team works closely with governments to identify the most critical areas for improvement in public administration. Based on these needs and expected outcomes, we design and deliver a wide range of tailored capacity development activities, including: High-level ministerial dialogues, thematic conferences and workshops, mobility schemes and study visits, peer-to-peer learning, seasonal schools, on-demand support, horizontal and cross-sectoral activities, and others.

Our approach brings together government representatives, internationally recognised experts, and strategic partners to share best practices, exchange knowledge, and provide mutual support. This collaboration helps drive visible progress in PAR and accelerates the region’s path toward EU integration.

Through these activities, we empower public servants with the insights, skills, knowledge, tools, and professional networks needed to perform their roles effectively. This directly contributes to the modernisation of public administration, improving the efficiency, quality, and responsiveness of services for citizens and businesses.

A hallmark of ReSPA’s approach is active participation because participants play a central role in shaping discussions, providing feedback, and contributing to the development of policy papers. This participatory methodology ensures that our outputs are relevant, practical, and co-owned by the region’s public administrations.
