ReSPA Mobility Scheme: Montenegrin Ministry of Finance Team Exchanged with Estonia’s RIA Unit

Three representatives from Montenegro’s Ministry of Finance—Aleksandra Popović, Snežana Mugoša, and Anastasija Perućica—completed a study visit to Estonia, where they gained valuable insights into the country’s RIA system. Their visit included meetings with Estonia’s Ministry of Justice and Digital Affairs, Ministry of Economic Affairs and Communications, and Ministry of Regional Affairs and Agriculture to explore opportunities to strengthen Montenegro’s regulatory framework.

The discussions during the visit focused on Estonia’s legislative process, the role of digital governance tools, and the practical implementation of impact assessments. The Montenegrin team also delved into Estonia’s approach to public consultations and its integration of digital tools into governance.

Ms Popović remarked, “The Estonian RIA model stands out as a best practice example that could greatly benefit Montenegro”, while Ms Mugoša added, “ReSPA's support made it possible for us to have meaningful exchanges and explore practical, effective solutions.”

Following the visit, several concrete actions were recommended for Montenegro, including enhancing public consultation processes and incorporating digital tools to improve transparency and efficiency in regulatory impact assessments. Ms Perućica stated, “The visit significantly strengthened our capacity and provided us with actionable recommendations to improve our regulatory framework.”

This initiative is a testament to ReSPA’s commitment to facilitating knowledge exchange and fostering stronger connections between the public administrations of the Western Balkans and the European Union.
