ReSPA Earns “CAF Effective User” Certificate for the Second Time: Strengthening Our Commitment to Excellence

ReSPA has proudly completed the Common Assessment Framework (CAF) implementation process and the CAF External Feedback Evaluation Procedure (PEF) for the second time, officially reaffirming our status as a “CAF Effective User.” This recognition, earned after several months of intensive work, institutional introspection, and collective effort, marks another important milestone in our journey towards excellence in public administration.

This achievement reflects much more than just compliance with a methodology. It results from a deep commitment to self-improvement, a clear strategic vision, and the desire to foster a quality culture within our institution. Throughout the process, we worked collaboratively to identify key areas for improvement and acted decisively to address them, guided by the belief that excellence is not a destination but a continuous process of learning, growth, and refinement.

Why is this certification important to us?

Because we aim to lead by example. As a regional institution working closely with public administrations in the Western Balkans, we believe in setting high standards and being a model of innovation, transparency, and quality.

Because we believe in the transformative power of CAF. As a practical quality management tool, CAF has not only guided our improvement efforts but has also served as a motivator—challenging us to be better and do better every step of the way.

Because we believe in progress. ReSPA is committed to supporting continuous improvement across the region, and through our Regional Quality Management Centre (RQMC), we actively promote the implementation of CAF among public institutions, helping them grow stronger, more resilient, and more citizen-oriented.

The path to excellence is a matter of choice, perseverance, and dedication. CAF is a proven method that supports and facilitates this journey. This certification is a testament to our ongoing efforts but also a reminder that quality must be nurtured continuously. It gives us a renewed sense of purpose and a stronger mandate to keep advancing the use of CAF as a cornerstone of institutional development in the Western Balkans.
