28 October 2025, Podgorica
The official ceremony marking the launch of the second cycle of the Ready4EU Training Programme took place today at the Science and Technology Park of Montenegro in Podgorica. The event gathered representatives of the Government of Montenegro, partner institutions, and programme participants.
The Ready4EU Programme has been developed through the joint efforts of the Human Resources Management Authority, the Ministry of European Affairs, the Ministry of Public Administration, and the ReSPA.
The Programme aims to prepare Montenegrin civil servants for future work within the institutions, bodies, and agencies of the European Union and other international organisations. It provides participants with fundamental knowledge about the functioning of the EU, its institutions, and the legislative process, along with specific skills and competences needed for effective performance in an international administrative context.
Opening remarks were delivered by Biljana Papović, State Secretary at the Ministry of European Affairs; Marija Hajduković, Director General at the Ministry of Public Administration; Maja Handjiska-Trendafilova, Director of ReSPA; Agron M. Camaj, Director of the Human Resources Management Authority; and Đorđije Drinčić, Senior Advisor at the Ministry of Culture and Media.
Director Handjiska-Trendafilova expressed her great pleasure in addressing the audience at the opening of the 2nd Cycle of “what we at ReSPA see as a truly successful story.” She underlined: “We are proud to have supported the Ready4EU Programme from its very beginning, recognising it as a testament to the vision and commitment of the Government of Montenegro to prepare for EU membership. It is inspiring to witness Montenegro’s steady progress toward becoming the 28th EU member by 2028. At ReSPA, we place civil servants at the heart of our work, as they are the key drivers of this demanding process. I extend my sincere congratulations to the new participants of the Ready4EU Programme and express deep appreciation to our partners in the Government of Montenegro for their trust and cooperation. ReSPA remains a committed and reliable partner in strengthening public administration and supporting Montenegro’s journey toward the European Administrative Space.”
Following the opening session, the training officially commenced.
Through a combination of theoretical lectures, practical workshops, and simulations, participants will gain essential knowledge and skills to contribute more effectively to the functioning of the Montenegrin public administration in the context of the European Union.
The continuation of the Ready4EU Programme reflects Montenegro’s strategic commitment to strengthening administrative capacities and ensuring its readiness for future EU membership.
