AEC North Macedonia Launches a New CAF Cycle with ReSPA Support

The Agency for Electronic Communications (AEC) of North Macedonia has launched a new cycle of implementation of the Common Assessment Framework (CAF), continuing its commitment to organisational excellence, stronger performance and continuous improvement of services for citizens, businesses and other stakeholders.

Supported by ReSPA, the new CAF cycle builds on AEC’s previous experience with the European quality management model designed specifically for public sector organisations. Rather than starting from scratch, the Agency is using the new cycle to reassess its organisational performance, identify areas where further progress can be achieved and translate findings into concrete improvement actions.

Through a structured and participatory self-assessment process, the AEC management and CAF Team will analyse organisational practices, results and internal processes, while identifying both strengths and areas for improvement. The process is expected to support more effective management, stronger internal cooperation and a deeper culture of continuous improvement across the institution.

The implementation is supported by Emilija Georgieva Gjoshevski, National CAF Correspondent for North Macedonia, Igor Markovski, CAF Expert, and Slaven Bukarica, Quality Management Officer at ReSPA, who are working closely with the Agency’s management and CAF Team and providing methodological guidance throughout the process.

An important role in ensuring institutional ownership of the process is played by Nusret Haliti, Director of AEC, whose support reflects the Agency’s commitment to quality management and organisational development. The CAF implementation within AEC is coordinated by Nikola Nikolov, CAF Programme Manager and CAF Coordinator, who leads the process together with the Agency’s dedicated CAF Team.

The CAF Team brings together professionals from key areas of the organisation, including Dimitar Manchev, Adviser to the Director for Information Security; Bekim Memeti, Adviser to the Director for Information Technologies; Agim Bajrami, Adviser to the Director for Information Technologies; and Nadica Josifovski, Adviser to the Director for Information Security.

Their expertise and active participation will be essential for ensuring that the self-assessment reflects the Agency’s real organisational environment and that the resulting improvement actions respond to concrete institutional needs.

For ReSPA, supporting institutions that repeatedly use CAF is particularly important, as successive implementation cycles demonstrate that quality management is becoming part of the organisation’s regular way of working rather than a one-off exercise. Each new cycle provides an opportunity to measure progress, reassess priorities and further embed a culture in which organisational learning and improvement become continuous processes.

The new CAF cycle at AEC therefore represents another step in strengthening not only the Agency’s internal capacities and performance, but also the wider culture of quality management in North Macedonia’s public administration.

ReSPA will continue to accompany AEC throughout the process, supporting the Agency in translating the findings of the self-assessment into meaningful organisational improvements, stronger stakeholder satisfaction, and increasingly effective public services.
