Programme Committee

Comprehensive reforms towards modern, professional and non-partisan public administration in the Western Balkans are one of the key factors for the successful completion of the negotiations towards full membership in the European Union. In this respect, the Programme Committee is devoted to representing a useful tool in strengthening the WB administrative capacities as required by the European Integration process.

Devoted to build a platform which will allow Western Balkan governments to exchange the state of play effectively, target goals and priorities, examples of successful implementation and critical challenges, Programme Committee assists ReSPA members to exchange information related to Public Administration Reform (PAR), Public Finance Management (PFM) and European Integration (EUI) in their countries respectively.

Programme Committee is composed of the representatives of institutions in charge of PAR, PFM and government central structures for coordination of relevant public policies related to the European Integration process (state secretaries and/or senior managers responsible for public administration; state secretaries and/or senior managers responsible for Economic reforms programmes (ERP); national IPA Coordinators or NIPAC office representatives).

We in Programme Committee are working on:
  • Exchanging of experience and best practices and coordination of the advancements in the PAR/ PFM/ EUI aspects at the regional level
  • Justifying inter-sector coordination of the themes and activities performed by ReSPA;
  • Ensuring a multilateral platform for the identification of issues of regional relevance and their transposition into concrete programme priorities and activities;
  • Contributing to better streamlining of Good Governance;
  • Balancing activities of common interest within the strategic objectives and coordinating operations of regional working groups and other bodies facilitated by ReSPA;
  • Streamlining the ReSPA activities following the needs of the region in the context of the European Integration process and the accordance with the European Principles of Public Administration;
  • Identifying the common priorities, providing recommendations, discussing research-related materials and proposing measures to be undertaken by ReSPA to support reform processes of its Members in thematic areas covered by ReSPA Working groups;
  • Ensuring the platforme for peering among relevant representatives, mobility schemes among ReSPA Members' institutions, and good quality proposals for In-country support mechanisms;

Chairing of the Programme Committee

The Programme Committee is chaired by the representative of the chairing ReSPA Member. The members designate the Chairman of the Programme Committee within this body representing the chairing ReSPA Member.
