Fifth Annual RQMC Meeting

16 December - 17 December 2025 Belgrade, Serbia Thematic Regional Working Groups Meetings

The 5th Annual RQMC Meeting comes at a pivotal moment for the region's public sector reform and quality management initiatives, having in mind the new European Commission Grant of ReSPA. The agenda aims to facilitate a comprehensive exchange of insights and best practices (e.g. Accreditation body of Serbia, AI4GOV-X project / QM aspect, etc.), emphasising the integration and synergistic use of various quality management systems, such as ISO standards and CAF as well as taking an insight into synergies with internal control. It also highlights the genuine role of effective, assertive communication, particularly during periods of change as a critical factor for successful reforms and continuous improvement.

Additionally, the meeting will feature agile management and human-centred design, innovative methodological approaches and their application in the public sector and correlation to QMS. Workshop assumptions designated to the QMS (CAF) and strategic orientation and further transformation of ReSPA RQMC will be tested within the World Café session. All latter-mentioned activities are designed to foster strategic dialogue, stimulate innovative ideas, and co-develop future pathways for the evolution of the Quality Management in the region. The topics are selected based on CAF2020 priority skills needed to manage CAF implementation and other quality processes that are focused on agility, digitalisation, human-centricity and reform implementation. The program is designed to support a holistic approach to quality management, not focusing only on the CAF model, but the potential for the model to be embedded into reform processes and pave the way to a strategic approach to quality management in public administration for all levels of government.
