EU Law: Effects, Transposition and Alignment - From Harmonization to Application

Legislative alignment is one of the key pillars of the EU integration process and an essential component of accession negotiations. Beyond the transposition of the EU acquis into national legislation, successful integration requires its effective implementation and enforcement, supported by strong institutional capacities.

This peer-learning event will bring together civil servants from the Western Balkans to exchange practical experiences and approaches to legislative alignment and the transposition of EU law. Participants will discuss key aspects of legal approximation, share lessons learned and practical solutions, and explore common challenges and opportunities for further progress.

The event will place particular emphasis on ensuring coherence between EU requirements and national legislation, as well as on strengthening institutional capacities for effective implementation. Participants will also explore the key sources of EU law, their relevance for EU accession and integration, and their role in shaping the functioning of the European Union.

The training will address practical and technical aspects of measuring the level of alignment, including correlation tables and programmes for the adoption of the acquis. Special attention will be given to legislative alignment in particularly demanding policy areas, such as the environment, transport, and food safety, with a view to identifying challenges and approaches applicable across different areas of EU law.

The training is intended for civil servants involved in EU law transposition and legislative alignment, including those working in EU integration and accession units, units responsible for preparing legislative proposals, and line ministries responsible for legislative alignment and compliance across different policy areas. It is relevant both for civil servants with a legal background and for those involved in the legislative alignment process through their professional responsibilities.
