The Regional School of Public Administration (ReSPA) seeks to engage 6 (six) regional experts who would provide support to the Lead Expert in the development of the Publication/manual on how to make merit-based recruitment work? The development of the publication will be conducted in partnership with the University of Nottingham.

ReSPA produced two studies on the implementation of merit-based recruitment procedures in the Western Balkans, one in 2015 and the other in 2018. The 2018 study examines the progress made between 2015 and 2018.  One of the challenges that have been identified is implementation of merit-recruitment procedures. The purpose of this publication is to support countries to implement merit-based recruitment procedures more effectively.

Notice for Experts for design and roll-out of the Zero Open Data guidelines

ReSPA established the network on eGovernment in 2011, nowadays called eGovernment Working Group. It is composed of senior professionals, decision makers and expert practitioners who can support regional cooperation by deploying on eGoverment to build trust and collaboration across governments and with end users as well as support to improving collaboration across government institutions. ReSPA gave priority to the process of transition of its beneficiaries from Information Society to eGovernment, and is still working in this area in order to support their transition to Digital Society. in 2015 ReSPA has supported E- to Open Government - Regional Comparative Study (https://www.respaweb.eu/11/library#respa-publications-2017-7) focusing in particular on open data and cloud computing and providing set of both regional and country specific recommendations.

During 2017 e-Participation Roadmap was developed for each participating country (in-depth self and external evaluation). The assignment included Providing expertise and consulting on e-Participation introduction (guidelines, standards and roadmap), e-Participation education (training, study visits, case studies), and e-Participation promotion (conferences and workshops). a unique, thorough and systematic country specific in-sight into e-Participation developments, achievements, challenges and opportunities, as well as an excellent opportunity for peer learning. The guideline is a well proportionate mixture of self- and external-evaluation, developed in continuous consultation and active involvement of all ReSPA beneficiary countries. It was promoted at the Open Data – OGP ReSPA Conference in Brussels in 2017 https://www.respaweb.eu/11/library#respa-publications-2018-7.

Finally, latest consultative process with eGovernment Working group members reconfirmed that open data remained as one of the regional priorities and even though most of the Western Balkan countries progressed in related area, the support is still needed.

For several years, ReSPA has been running Working Group on e-Government. In 2016, ReSPA enabled participation of the eGovernment working groups’ representatives for the very first time at the OGP Summit in Paris, France. The combined interest of the WG on eGovernment in open data, cyber security, OGP and other aspects of Information society resulted in the continuation of collaboration with the OGP Secretariat. On 17-19 July 2018. ReSPA has realised its second participation with high level delegation from the Western Balkan countries at the OGP Summit in Tbilisi, Georgia and during 2019 Global OGP Summit ReSPA has taken an active role in Ottawa, Canada. In close consultations with the OGP national point of contact and OGP Secretariat, it has been decided to set regional event which will be held on 3-4 October 2019 in Budva, Montenegro, as integral part of the INFOFEST event. The objective of the OGP regional event is to allow for exchanging experiences on the practical solutions on OGP action plans implementation, use of IT (new technologies) in different areas of public administration, and present regional initiatives in the subject (OD/OGP/eServices/aligned topics) and to define areas of joint future interventions.

ReSPA, as an international organization and a key regional endeavor in Public Administration Reform, has contributed to capacity-building and networking activities through in-country support mechanisms, peering and the production of regional research material.

Following decision of the ReSPA Governing Board at ministerial level, the Working group on Quality in Public Administration and Public services has been set in 2015. In the next three years three consecutive regional studies have been realized in subject area focusing on the Western Balkans. Those studies were: Quality Management in Public Administration and Public Services (2017), Feasibility report on ReSPA Quality Management Centre (2017) and Baseline of Comparative study on service delivery (2018).

Based on the findings of the above-mentioned Feasibility report on ReSPA Quality Management Centre, it is intended to be responsible for the support of Quality Management and implementation of quality management instruments such as CAF (Common Assessment Framework – self assessment tool) in all public sector organizations of the Western Balkan region. Such a complex role of ReSPA QM regional center requires increase of in-house capacities in domain of theoretical and practical knowledge of CAF implementation. So far ReSPA staff has been introduced with the basic CAF training and have designed CAF improvement action plan. With this document, ReSPA is seeking for the Expert in Quality Management who would conduct for ReSPA staff Training of trainers in Common Assessment Framework (CAF).

ReSPA has developed its Intervention Logic, draft Strategy 2019-2024 with indicators as well as the monitoring and evaluation (M&E) system which should be reviewed with support of ReSPA Governing Board members, Working Group members in respective countries as well as ReSPA National Coordinators. Notice for Expert :Training Management Information System (TMIS) in National Academy of Public Administration (Serbia)

The task of National Academy for Public Administration (herewith: NAPA) in Serbia is to establish a system for capacity building and professional development of public administration at all levels of government. This is the first time that central training institution is established in Serbia. Although NAPA can build on previous achievements of the Government’s Office for Human Resources (SUK), it aims to position itself as a modern and efficient institution that works on building the foundations of a modern and efficient public administration.

On line platform of NAPA shall be interactive and enable application of e-services such as on-line registration of trainees at NAPA courses, automatic distribution of information, information on training curriculums, information on trainers/lecturers, as well as link to e-Learning courses of NAPA. Central registry database must be relational and easy to expand. All tables, relationship and keys must be documented. Backend must contain all necessary forms for management of all users (trainers/lecturers), courses, events and communication between NAPA and clients. This part should be implemented with custom modules and high level of security. Database/Central registry of NAPA is a database on programmes, trainings, trainees, trainers/lecturers/mentors and coaches, public bodies/beneficiaries, assessment reviews and training materials. Back-end must have reporting system that generates predefined reports by NAPA and custom reports. To enhance accessibility, platform should be developed in a user-friendly format, being available in Serbian (both Cyrillic and Latin script) whilst certain information/sub-pages should exist in English as well. Documentation must be machine readable and the customer must have permission to use and modify it, enabling the customer to improve the documentation or modify it to reflect the customer's specific rules and processes. In addition, platform of NAPA shall be designed enabling becoming interoperable in the future with the HRMIS (Human Resource Management and Information System) in Serbia.

For purpose of supporting the above stated processes (designing / setting of Training Management Information System (TMIS)), ReSPA has identified need for external support from two individual experts:

·        LOT 1: 17070 - Training Management Information System (TMIS) in NAPA - IT expert No 1 (several modules from Administrator creation to Module for content input)

·        LOT 2: 17070 - Training Management Information System (TMIS) in NAPA - IT expert No 2 (several modules from Module for creating tests to Module for creating offline training).

The Government of Albania is determined to fundamentally change the way public services are provided in Albania through a variety of interventions under a citizen-centric approach, which combat corruption, foster a customer-care culture, enhance access, as well as increase efficiency in the Albanian public administration.

During the last 4 years, the Minister of State for Innovation and Public Administration of Albania, responsible for the implementation of the Reform in the Public Administration, has done the outmost to fulfil electronic agenda and the objectives. It has also acted as coordinator of central institutions in the areas of ICT and coordination design of policies in the fields of IT, e-communications, IT Infrastructure, geospatial information, e-postal services, audio-visual media, which resulted in the reform and modernization of public administration. Digitalization of many public services, as well as many more that are projected to be offered fully online by 2020 are considered as one of the main objectives of ICT sector.

Currently, National Authority on Electronic Certification and Cyber Security (AKCESK), has approved all the legal framework for the trusted services, including electronic signature which is used in many electronic government systems (communication G2G, G2C & G2B), but it needs to be improved in accordance with the “paperless” initiative promoted by the Prime Minister of Albania.

For purpose of supporting the above stated processes ReSPA has identified need for external support from two individual experts (17070 - IT Expert for the assignment in Albania in domain of e-Signature and e-Services and 17070 - Legal Expert for the assignment in Albania in domain of e-Signature and e-Services).
