ReSPA Holds Strategic Masterclass to Prepare Participants for the Regional Public Administration Mobility Programme
As part of the ReSPA Regional Mobility Programme, the Strategic Masterclass, hosted online on 4 November 2026, prepared participants for the programme’s upcoming job-shadowing activities and study visits.
Organised in partnership with the College of Europe, the Masterclass was facilitated by Ms Dinka Krčelić, a Croatian expert and certified EU trainer. Designed as a bridge between the programme’s capacity-building activities and its mobility component, the Strategic Masterclass aimed to equip participants with practical tools and approaches to maximise the learning potential of their upcoming engagments. Particular emphasis was placed on strategic leadership, change management, intercultural communication and developing individual learning objectives.
Throughout the interactive session, participants explored several interconnected themes, starting with designing learning objectives and reflecting on their professional trajectories. They worked on identifying activities, expected learning outcomes, outputs and impact, while applying the SMART objectives approach and the Odyssey Plan methodology to reflect on their professional development.
The Masterclass also addressed intercultural learning and communication, encouraging participants to reflect on mobility as an opportunity for intercultural exchange, mutual understanding and learning from different public administration practices.
A further focus was placed on building individual mobility learning plans. Participants examined how to define clear learning objectives, identify relevant stakeholders, formulate priority questions and align their expectations with the agendas of their respective host institutions. These elements will help them approach the upcoming visits with a clearer sense of purpose and a more structured learning framework.
The session concluded with a reflection on key insights, a final Q&A, participant evaluation and an overview of the next steps.
“By connecting individual learning objectives with the broader goals of the Regional Mobility Scheme, the Strategic Masterclass represents an important step towards ensuring that the upcoming mobility activities translate into meaningful professional development, knowledge exchange and practical improvements in public administration,” underlined Filip Chaparoski, Eastern Partnership Policy Officer at ReSPA.
Through this initiative, ReSPA continues to promote peer learning, regional cooperation and the exchange of good practices, strengthening the capacities of public administration professionals across the Western Balkans and Eastern Partnership administrations.
