How can governments make better use of data to monitor performance, demonstrate reform progress and strengthen accountability to citizens?

These questions will be at the centre of the upcoming regional event on government performance measurement, bringing together representatives of Centres of Government (CoGs) from the Western Balkans and Eastern Partnership (EaP) regions in Chişinău, Moldova.

Hosted by the State Chancellery of the Republic of Moldova and organised by SIGMA, in close cooperation with the GIZ-implemented Eastern Partnership Regional Project for Public Administration Reform and the ReSPA, the event will provide a platform for participants to exchange experiences, discuss practical challenges and explore approaches to strengthening government performance measurement.

The event builds on the dialogue initiated by SIGMA and GIZ in April 2024 in Paris, which brought together public governance practitioners from the EaP region to discuss the role of data in evidence-based policymaking and government performance monitoring. The discussions also explored approaches and tools for measuring government performance, as well as the collection, management and use of public governance data.

Since then, several EaP administrations have continued working with SIGMA to improve their approaches to performance indicators and metrics. A notable example is the State Chancellery of the Republic of Moldova, which is developing a uniform framework for tracking the performance of ministries and subordinate agencies.

Chişinău will therefore provide an opportunity to take stock of progress, share emerging good practices and learn from the experience of EU and OECD member states working on government performance measurement.

The importance of this topic was also highlighted during the recent ReSPA Thematic Group on Policy Management, Better Regulation and Simplification, held in Budva, Montenegro, on 16–17 June 2026. Bringing together representatives of Centres of Government from the Western Balkans and EaP administrations, the meeting reaffirmed that performance measurement remains both a key priority and a significant challenge for public administrations across the region.

Effective performance measurement is an essential foundation for evidence-based policymaking, stronger accountability and successful implementation of public administration reforms. Reliable data, monitoring, reporting and evaluation enable governments to understand whether policies and reforms are delivering the intended results and where further action is needed.

The ability to demonstrate tangible progress in good governance is also increasingly important in the context of EU approximation and accession, while performance-based financing, open government and the growing emphasis on evidence-based policymaking are creating additional incentives for administrations to strengthen their performance management systems.

Against this background, the event will bring together practitioners directly involved in monitoring the implementation of government programmes, action plans and strategies, as well as other areas of strategic interest to governments and Centres of Government.

Participants will have the opportunity to:

• learn from peer experience in EU and OECD member states;
• exchange practices and experiences from the Western Balkans and Eastern Partnership regions;
• discuss key challenges in developing and applying government performance measurement systems;
• explore practical approaches and tools for strengthening performance measurement; and
• identify opportunities for further regional cooperation and knowledge exchange.

For ReSPA, the event represents another opportunity to facilitate cross-regional learning and peer exchange between public administrations of the Western Balkans and Eastern Partnership regions. By connecting practitioners facing similar challenges and creating space for practical exchange, the initiative contributes to stronger institutional capacities for evidence-based governance and effective public administration reform.
