ReSPA is pleased to announce the launch of the Regional Public Administration Mobility Programme “Shaping the Future of Public Service - Together”.

This new and exciting regional initiative was officially promoted yesterday (21 April 2026) at the Meeting of Ministers of Public Administration within the framework of the Berlin Process under Montenegro`s Chairmanship.

The programme is designed as a three-year initiative (2026-2028), implemented through annual cycles. The first programme cycle will take place in the period June – November 2026 (indicative timeline).

The main components of the Regional Mobility Programme include:

1. Induction and Preparatory Session – early June 2026 (online) - at which the selected participants will be convened online by ReSPA to present the Programme’s objectives, logistical arrangements, and to jointly discuss participants` goals and expectations (2 hours);
2. Executive Training – end of June 2026 (in person) - to be delivered in the Western Balkans region by a renowned School/Institute established in an EU Member State, ensuring a shared knowledge base and preparing participants for the mobility exchange (2 days);
3. Strategic Masterclass – early September 2026 (online) - to serve as a transition component between the executive training and the mobility exchange, resulting with developed participant-level mobility learning plan (half day);
4. Mobility Exchange – mid-September to mid-November 2026 (in person) – the selected participants will be allocated to an appropriate institution, including:
   1. Ministries responsible for Public Administration or European Affairs in the Western Balkans;
   2. Regional organizations in the Western Balkans (e.g. ReSPA, CEFTA, RCC, RAI, TCT, WBF, RYCO, NALAS, CEF); or
   3. Relevant institutions in selected EU Member States that support the initiative (France, Italy, Croatia and Slovenia)

Each placement will be for a duration of 4 working days.

The attached Call for Applications describes the programme, its components, the eligibility criteria, application documents, and the selection process. Additionally, for your reference, the programme’s overview is also attached.

The individual application documents will be sent to the e-mail addresses of the designated ReSPA Liaison Officers, as indicated in the Call. ReSPA Liaison Officers, in cooperation and guidance of the Members of the ReSPA Governing Board, will conduct the selection process and will accordingly inform the ReSPA Secretariat of the selected candidates for each ReSPA Member.

Each participating administration can nominate three (3) delegates (one from the Ministry in charge of public administration, one from the Ministry in charge of EU integration, and one from a Ministry dealing with transport, trade, energy, regional cooperation, and / or anti-corruption).

Applicants must apply by 20 May 2026. The deadline for administrative selection and reporting to the ReSPA Secretariat is 1 June 2026. ReSPA shall reserve the right to ask for additional supporting documents or ask to reconsider specific candidates should the criteria not be fully met.
