Western Balkans High Level Policy Dialogue 2024

ReSPA is convening the High-Level Policy Dialogue (HLPD) on 27 November 2024 in Skopje, North Macedonia. The event will feature the Ministerial Session “Next-Gen Governance: Driving Public Service Innovation in the Western Balkans” and the Public Administration Award 2024 ceremony.

The rapid pace of technological advancement and the increasing expectations of the citizens compel us to rethink and revolutionise the way public services are delivered. This High-Level Policy Dialogue brings together the Ministers in charge of public administration, senior officials, public administration professionals, and key stakeholders from across the region and Europe for a full-day exploration of how innovation can reshape governance in the Western Balkans. Innovation is the cornerstone of modern public administration. It allows administrators to create more efficient, transparent, and responsive government institutions. By embracing cutting-edge technologies, fostering a culture of continuous improvement, and prioritizing citizen-centric services, the public service can significantly enhance the quality of life.

The Programme is designed to not only explore the theoretical underpinnings of innovation in public service but also to delve into practical, actionable strategies. High-level representatives will engage in thought-provoking panels, reflecting on the future of public sector leadership and innovative solutions that enhance service delivery and government performance. Throughout the HLPD, best practices from the Western Balkans and EU member states will be leveraged, highlighting successful case studies and innovative solutions that have been implemented, aiming to foster critical discussions on public service transformation. This exchange of knowledge and experience is crucial for fostering a collaborative environment where each administration can learn from the successes and challenges of others.

The agenda includes insightful keynote addresses, ministerial reflections, and the endorsement of a Ministerial Declaration that outlines key commitments to advancing public administration reform. Participants will also witness the celebration of public sector excellence through the ReSPA-OECD/SIGMA Western Balkans Public Administration Awards 2024—a recognition of outstanding initiatives that have set new benchmarks for governance in the region.

In addition to policy discussions, the event will launch the Western Balkans Knowledge Management Platform, designed to facilitate ongoing learning and collaboration among public administrations of the region and wider. Attendees will have the opportunity to explore the latest innovations and best practices in public sector reform, while also engaging with initiatives from Western Balkans' public servants who are at the forefront of driving change.

The day before, on 26 November 2024, ReSPA will organise the Development Partners Session.
