ReSPA will hold its third regional workshop on public investment management (PIM), “Smart Investment 4 Strong Governance”, on 23–24 November 2026 at Hotel Academia in Zagreb. It brings together ministries of finance, planning bodies and line ministries from the Western Balkans, Moldova, Ukraine and Armenia.

As EU investment in the region grows under the Growth Plan and the Ukraine Facility, administrations need projects that are well selected, affordable and delivered on time. The IMF Public Investment Management Assessments show that PIM rules and institutions in the region have improved, but practice still lags behind, especially in project appraisal, selection and portfolio management.

Building on these findings and on SIGMA guidance on the Single Project Pipeline, participants will discuss how to select the right projects, how to deliver them on time and on budget, and what support development partners can offer. They will also learn from a real infrastructure case and from Croatia’s experience as an EU Member State.

Each administration will leave with one concrete reform action, and the workshop impact will be reviewed in 2027. The event completes ReSPA’s 2026 “Smart PFM 4 Strong Governance” series on public financial management.
