The "HIGH-LEVEL POLICY DIALOGUE: Ministerial Session and Public Administration Award 2026 ceremony" will take place on 17-18 November 2026 in Belgrade, Serbia (Hotel Metropol Palace).

The High-Level Policy Dialogue 2026 will bring together Ministers responsible for public administration from the Western Balkans, Ukraine, Moldova, and Armenia, as well as selected EU Member States, the European Commission, SIGMA, and senior public administration professionals. The Dialogue will provide a platform for a focused political exchange on how public administrations can strengthen professional development systems and accelerate e-governance reforms to support EU accession and deliver better services for citizens and businesses.

The 2026 edition will place particular emphasis on Serbia's reform experience, including the role of the National Academy for Public Administration in building professional skills and the contribution of e-government institutions and digital services to more accessible, transparent, and efficient public administration. The event will also serve as an opportunity for peer learning between the Western Balkans, Ukraine, Moldova, Armenia, and EU Member States.

The event will promote insightful keynote addresses, ministerial reflections, the endorsement of a Ministerial Declaration outlining key commitments to advancing public administration reform, and the celebration of public sector excellence through the ReSPA – SIGMA Western Balkans Public Administration Awards 2026.
