
ReSPA Horizontal Facility: Civil Servants from the Western Balkans Attend the EUI’s Executive Education Course

Five civil servants from the Western Balkans participated in a four-day executive education course titled "High-Quality Regulation: Tools and Practice," organized by the European University Institute through ReSPA's Horizontal Facility Programme.
The course aimed to equip participants with theoretical knowledge and practical skills essential for designing and implementing effective regulations. It emphasized how well-crafted regulations can stimulate innovation, support ecological and digital transitions, and enhance resilience. Conversely, poorly designed regulations may impede growth, create administrative burdens, and foster corruption.
Led by distinguished experts such as Jonathan Kamkhaji, Research Fellow at the Florence School of Transnational Governance, and Andrea Renda, Part-time Professor, the sessions combined theoretical insights with interactive practical exercises. Delivered by regulatory reform experts, including Delia Rodrigo and Jonathan B. Wiener, the course provided comprehensive guidance on managing regulatory frameworks throughout their lifecycle to achieve robust governance objectives. Sessions integrated operational insights from diverse national and international perspectives, including artificial intelligence, climate, and energy sectors.
Participants gained practical insights into key regulatory processes such as consultation, impact assessment, and evaluation. They learned effective strategies for communicating regulatory analyses to decision-makers and stakeholders, evaluating regulatory quality, and integrating findings into policy frameworks. Moreover, the program explored the implications of regulatory proposals on innovation and sustainable development goals, highlighting the role of foresight and innovation in regulatory reform.
