Our overarching objective is to enhance regulatory quality, simplify administrative procedures, and reinforce horizontal accountability mechanisms across the Western Balkans, Armenia, Moldova, and Ukraine.

By strengthening national administrations' capacity for evidence-informed decision-making, we improve the quality, credibility, and impact of public policies. Our work builds on strong partnerships with EU Member States and EUPAN, scaling up proven practices across the region in line with the principles of the Ghent Declaration (February 2024).

Our support focuses on four mutually reinforcing themes:

• Policy coordination - We advance EU integration by addressing complex, cross-cutting policy challenges that require coordinated action from the Centre of Government. Through regional collaboration mechanisms, we support joint responses to global challenges, including the Sustainable Development Goals (SDGs), thereby reducing disparities, strengthening social cohesion, and expanding access to essential services and opportunities.
• Foresight capacity - We empower civil servants to anticipate and respond to emerging trends (such as rapid technological change, geopolitical developments, and unforeseen global shocks) by strengthening cooperation with scientific institutions. We promote and scale up ComPAct and other initiatives of the European Commission’s Joint Research Centre, building capacity for foresight and future-oriented policymaking.
• Better regulation - We support transparent, inclusive, and evidence-based regulatory processes by strengthening stakeholder engagement, enhancing the effectiveness of Regulatory Impact Assessment (RIA) oversight bodies, and simplifying regulations to remove administrative burdens. By streamlining procedures, reducing compliance costs, improving access to data, and fostering stronger links between policymakers and scientific institutions, we contribute to improved regulatory quality, accountability, and renewed public trust.
• Policy–budget alignment - We promote the alignment of budgetary allocations with government priorities by supporting the integration of strategic planning and budgeting processes. This ensures that public administrations can deliver policy objectives effectively within available financial resources.
