At the WB6 Digital Summit 2021, ReSPA jointly with UNDP has moderated Session IV Smart Governance 2.0: Human Centered, Ecosystem-Based aspects of digital public service delivery in the Post COVID-19 Pandemic.

 

The credible speakers from EU and WBs have been discussing the human centric approach in design and delivery of e public services, including innovative ones as caused by the specific demands caused by COVID -19 pandemic.

 

The experiences have been exchanged on government’s abilities to create new services in the situation of scarce funding, as well as on ways in ensuring the users inclusion when creating the e services in the time of health and economic crises.    

This Session provided information related to situation in the WB, but also in the EU and elsewhere, regarding  human-centred design and delivery of electroninc  public services and its impact on the government’s efficiency in service delivery as it is one of the key indicators of good governance. The speakers discussed how this approach is leading to renewed and enriched electronic services in the post-Covid time and about the main enablers, at the side of governments, that make this approach possible.

 

The presentation from the EU highlighted the ecosystem based element that can widen the human centred approach, and it was discussed whether this combined approach is used in WB countries or it is too early for it. The development or revision of strategies in the WB region that will more than before have as the principle developing of e-services that take into account needs of citizens, marginalised groups, businesses and other actors were presented as well.
