Handjiska-Trendafilova: Building Human Capital and Administrative Capacites and Supporting the Life-long Learning Process will Inherently Boost the Trust in Public Services Across the Region

ReSPA Director Maja Handjiska Trendafilova contributed to the Conference organized by the Expertise France, dedicated to the National Academy for Public Administration of the Republic of Serbia (NAPA), which gathered eminent representatives Mr Aleksandar Martinović, Minister of Public Administration and Local Self-government of Republic of Serbia (MDULS), Mr. Dejan Miletic, Acting Director of NAPA, high officials from the Embassy of France to Serbia, French National Institute Public Service (INSP), French Ministry of Transformation and Public Service, European Institute of Public Administration (EIPA), EUI, as well as numerous highly ranked officials from MDULS, Human Resource Management Service and Prime Minister Office.

Director Handjiska, at the panel devoted to NAPA, underlined the excellent mutual collaboration between the two institutions which is being continuously advanced. “ReSPA symbolically contributed to NAPA’s institutionalization and growth journey and now we are providing a wider regional platform to share NAPA’s experiences and model across the public administrations in the region. Recently, ReSPA initiated regional collaboration and a Network between directors of the national training institutions/academies to share and learn from each other and to connect them with learning institutions from the European Union.

We support the continuous, life-long learning process of civil servants across the region because they are the backbone of reform processes. The systemic build-up of human capital and administrative capacities will inherently boost the trust we will have in public services and governments” pointed out Handjiska-Trendafilova.

 

Minister Martinović emphasized the importance of the constant investment in civil servants’ education as crucial for improvement of public services and steady digital transformation. Minister also praised NAPA’s work which, as so far, empowered over 50,000 civil servants with the knowledge needed to meet the ever-changing needs of public institutions.

Dejan Miletić, Acting Director of NAPA, among other things, thanked ReSPA for its continuous support since NAPA’s beginnings and expressed expectation for the mutual collaboration to be continuously improved and upscaled at the regional level.
