ReSPA CAF Self-Assessment Team Developed Action Plan at the Final CAF Workshop
27 June 2023, Bar, Montenegro
After two successful CAF Workshops and well-conducted self-assessments with detected shortcomings and areas for improvement, in the third and last CAF Workshop, the whole ReSPA team (including the Self-Assessment Group, management and newcomers) worked on the development of the CAF Improvement Action Plan.
Out of 79 improvement actions that the Self-Assessment Group defined in the consensus as the most important ones for enhancing the quality of the overall ReSPA performance, ReSPA team has prioritised and further developed many concrete activities for CAF Improvement Action Plan.
On some of them, confirmed as “Quick wins” they will be working in the next three months, while 27 demanding improvement actions were brought down into implementable activities for the next 2 years, under categories of Strategy, Knowledge management, Process optimisation, Budget monitoring, Human Resource Management, Internal Communication and Team building and Partnership Development.
ReSPA team is committed to working on improvement areas knowing this is the only way to individual and institutional progress. On their path to excellence, they will be supported by CAF expert Philip Parzer and the KDZ team who will be at their further assistance over the next 2 years while carrying out activities envisaged within the Action Plan.
“With the implementation of the Common Assessment Framework, ReSPA has shown repeatedly after the first CAF cycle in 2018 that consistent quality orientation, critical reflection of structures and processes, and the implementation of necessary further development steps, are part of the organisational “DNA” and self-understanding of the organisation.
I’m really impressed with the fast implementation of the CAF in ReSPA. In just 4 months a comprehensive assessment of the whole organisation with a clear Action Plan on the top, worked out with the whole ReSPA staff could be delivered. This would not be possible without the outstanding commitment of the whole ReSPA team which continuously thrives towards excellence with the CAF. Starting in 2018 with the first CAF Cyle, ReSPA underlined with the 2nd CAF the power of the CAF system to shape change and public service delivery in public administrations. The developmental success of ReSPA is also supported by CAF database of CAF Centre of KDZ where the average scores of about 300 public administrations can be compared with the CAF implementing organisation. It clearly underlines the fast progress and developmental success of ReSPA towards excellence and better public services. In this cycle, ReSPA team, compared with the previous CAF implementation cycle, detected Strategy, Partnership, Processes and Citizen-oriented results as crucial areas for further institutional development”, said Philip Parzer, Head of the CAF-Centre of KDZ
