During these two days, the team discussed the responses gathered from the CAF Questionnaire, identified their strengths and assets, and determined which areas needed further enhancement. Through group discussions and extensive exchanges, they assessed the performance of various work areas, identifying those performing well and those requiring systematic improvement. The ReSPA RQMC team guided them to a consensus on various topics. Like many other public administration teams in the Western Balkans, the Ministry of Public Administration in Montenegro recognized the need for improved internal communication and building mutual trust as key areas to focus on in their pursuit of excellence.

The CAF methodology has proven to be effective for individual and institutional progress. It assists teams in identifying areas that require more attention, primarily by encouraging a shift in thinking and working practices. While the CAF Consensus workshop can be challenging, it is ultimately beneficial as it brings team members together to summarise areas needing improvement and emphasises the importance of individual growth in enhancing institutional performance.

In the coming month, the Ministry of Public Administration will develop an Action Plan based on the prioritised improvement actions. This plan aims to elevate their performance levels and foster overall organisational development. Once the Action Plan is approved at the next workshop, the Ministry will embark on a 2-3 year journey to implement the activities outlined in the plan. Throughout this process, they will receive strong support from the ReSPA RQMC team and KDZ Austria.

The Common Assessment Framework (CAF) is the standardised European quality management tool for the public sector. Its purpose is to aid public sector organisations in improving their performance. The CAF facilitates self-assessment involving all staff members, developing improvement plans based on self-assessment results, and implementing these improvement actions. The model operates on the premise that achieving excellent results in organisational performance, citizen/customer satisfaction, employee well-being, and societal impact is possible through effective leadership, strategic planning, workforce engagement, collaborative partnerships, resource management, and efficient processes. It offers a holistic approach to analysing organisational performance from multiple perspectives simultaneously.
