Supporting Digital Transformation in Montenegro Through Civil Servant Mobility

Under ReSPA's new mobility scheme support initiative, a delegation from the Directorate for Infrastructure, Information Security, Digitalization, and e-Services within Montenegro's Ministry of Public Administration recently embarked on a journey to Serbia. They engage with four different Serbian institutions, seeking insights and expertise to accelerate the development of digitally transformed government services for citizens.
Representatives from the Office for IT and eGovernment provided an in-depth overview of their work, focusing on various critical aspects, such as service design, eGovernment infrastructure, and the e-Uprava portal. They delved into internal guidelines for user-centric service design, e-service management principles, and service lifecycle.
In parallel, the Public Policy Secretariat introduced the "ePaper project," a user-centric initiative to optimise and digitally transform public services. They also shed light on the Register of Administrative Procedures and the concept of a Single Window for public services.
Another enlightening stop on this knowledge-sharing journey was the National Academy for Public Administration (NAPA), where the Montenegrin delegation gained valuable insights into NAPA's organisational structure and its outcomes. Additionally, they explored the institution's learning management system.
Lastly, representatives from the Ministry of Public Administration and Local-Self Government shared a strategic framework for e-Government and presented the work of the Serbia-Korea Information Access Center, focusing on competence building within their domain.
This mobility experience not only enriches individuals but also bolsters the capabilities of their respective institutions. It's a driving force behind enhanced efficiency and effectiveness in the public sector, fostering a learning, collaboration, and innovation culture. These are essential elements for tackling the multifaceted challenges governments and public organisations face.
Now, the team from the Directorate is armed with contemporary insights from various facets of digital government development. They are poised to integrate this newfound knowledge into their work, propelling Montenegro's digitalisation journey forward.
