2nd Cycle of the Capacity Building and Mobility Programme Crafted with the Italian Administration: Policy Development and Coordination/Better Regulation Module Concluded

The second cycle of the capacity-building and mobility programme, "Cultivating Excellence towards a Shared European Administrative Space: Connecting the Western Balkans and Italian Administration through the Public Servants Capacity Building and Mobility Programme," convened 14 practitioners from the Western Balkans’ public administrations responsible for policy coordination and better regulation. The Scuola Nazionale dell'Amministrazione (SNA) hosted the training in Caserta and Rome, Italy from 27-30 May, 2024.  This programme provided a unique platform for participants to engage with distinguished scholars, policymakers, and experts from SNA to discuss and share insights on the latest developments in evidence-based policy making in Italy and gain a deeper understanding of the complexities and innovations in public administration.

Day 1: Overview and National Policy Development

Serena GIUSTI inaugurated the programme with an overview SNA activities which included 14,229 training participants, 146 training courses and 7,870 hours in the classroom in 2023. Andrea LIPPI discussed the significance of policy advice and the role of knowledge in policy formulation. Andrea TERLIZZI presented on National Recovery and Resilience Plan development and implementation in Italy, emphasising legitimation and governance from a comparative perspective.

Day 2: EU-Level Policy Development

David NATALI and Alessandro VALENZA addressed policy capacity for EU cohesion policy and the Next Generation EU initiative.

Day 3: Integrity and Communication

Ambassador Massimo GAIANI delivered a keynote address, while Valentina DONINI from SNA highlighted the importance of integrity in public service. Nicola BONACCINI from SNA led a session on effective communication strategies with the press.

Day 4: Final Insights and Networking

Nereo ZAMARO from SNA discussed the role of official statistics in public policies, exploring opportunities and challenges in the cognitive age.

Francesco LEONE presented ongoing reforms aimed at enhancing Italy's public sector effectiveness.

Aurelio LA TORRE and his associates from the Department of European Affairs elaborated on the department's role.

The programme culminated in fostering networking and collaboration, emphasising the importance of building robust connections and promoting cooperation with the Italian administration on both national and international fronts.

This Programme aims to provide a platform for over 55 dedicated public servants from the region to participate in a comprehensive series of intensive training modules. Additionally, participants engaged in study visits and exchanges with various Italian institutions. The Programme concentrates on several pivotal areas, including policy development and coordination, regulatory improvement, European integration and accession, and digital transformation. Each stream of the Programme features two distinct training modules, one held in Podgorica, Montenegro, and the other at the SNA Campus in Caserta and Rome, Italy. The modules are complemented by discussions with representatives of the Italian institutions, facilitating knowledge exchange among participants and their Italian counterparts.

The initiative is funded by the Italian Ministry of Foreign Affairs and International Cooperation. The participants of this programme, along with participants of another ReSPA-facilitated regional mobility scheme, will become a part of the WB Alumni Community – an important expertise & resource pool and platform for peer learning.
