Online Conversation: Employer Branding and Talent Management Towards Attracting and Developing Public Servants Across the Western Balkans

The conversation brought together around 30 public servants, policymakers, human resource professionals, and others interested in enhancing motivation and talent management practices. The focus was on learning strategic approaches to employer branding and talent management from EU public administrations, both at entry and throughout career development, to attract, engage, and motivate public servants to achieve organisational goals and deliver effective services to citizens and communities.
Moderated by Jan MEYER SAHLING from the University of Nottingham and enriched by insights from experts Peter VANDENBRUAENE (Federal Public Service Policy and Support, BOSA, Belgium), Pauline MARTIN (Directorate General for Administration and the Civil Service (DGAFP) of France), and Valentina MILIČIĆ (National School for Public Administration of Croatia), the conversation was both informative and inspiring.
This event highlighted the importance of strategic talent management in creating motivated, empowered public service employees and enhancing public sector efficiency and effectiveness.
Motivating public servants throughout their careers is central to attracting and retaining talent in the public sector. This can be achieved through strategic employer branding, competency-based selection processes for more effective recruitment, and comprehensive talent development from onboarding through ongoing training and skill development, leveraging digital technology.
EU member countries have made significant investments in these areas, whereas our members face increasing challenges. Therefore, ReSPA will continue to promote innovative talent management strategies that address demographic changes and their impact on public service. This ensures that the workforce can continuously renew skills and develop talent effectively.
