
Interoperability Academy in Serbia: Challenges, Innovations, and the Path to More Connected Public Services

ReSPA Interoperability Academy in Serbia brought together senior public officials and technologists from the Ministry of Public Administration and Local Self-Government (MPALSG), Ministry of Information and Telecommunications (MIT); Public Policy Secretariat of the Republic of Serbia (PPS), Office for IT and eGovernment (ITE), UNDP Serbia and other relevant institutions discussed key challenges in data exchange and interoperability. The event gave participants valuable insights into best practices for enhancing digital governance and aligning with European standards.
The discussions covered legal frameworks, governance mechanisms, and interoperability maturity models, focusing on the EU Interoperability Framework (EIF) and its relevance for Serbia. Participants explored interoperability maturity models and assessments, emphasizing the development of capabilities for higher interoperability maturity levels in e-government. Additionally, key topics included data governance and privacy compliance, e-government services and interoperability, and the role of leadership in driving interoperability initiatives.
The event was an excellent platform for sharing experiences from successful interoperability projects and best practices. Key discussions centred on breaking down data silos, leveraging AI and digital tools, and ensuring compliance with privacy regulations. Practical case studies showcased successful interoperability initiatives from Serbia and EU Member States, offering a clear roadmap for digital transformation.
Bojana Bajić from ReSPA reaffirmed its commitment to strengthening cross-border cooperation and supporting the Western Balkans in adopting EU-aligned interoperability standards during a dialogue with decision-makers from Serbian public administration institutions. She highlighted the crucial role of leadership in driving digital transformation, particularly in establishing clear governance mechanisms, promoting accountability, and fostering institutional collaboration.
Panel discussions focused on the challenges of public administration interoperability, identifying key steps needed for improvement. Experts and decision-makers emphasized the importance of strategic regulatory reforms, enhanced data-sharing policies, and sustainable interoperability solutions to facilitate seamless communication between institutions.
The event concluded with identifying “quick wins”—practical measures to accelerate Serbia’s digital governance efforts. “This academy highlighted that working together across different sectors and institutions is essential to overcoming the challenges of data exchange and interoperability, ultimately driving successful digital transformation”, noted Bajić.
The ReSPA Interoperability Academy is pivotal in ensuring that the Western Balkans advance toward a more integrated, efficient, and digital-ready governance model by fostering collaboration and bridging regional public administrations with leading EU frameworks.
