Second Module of External CAF Feedback Expert (EFACs) Training: New Cycle of Raising Regional Expertise in External Evaluation of CAF

The Regional Quality Management Centre (RQMC) of ReSPA has dynamised the implementation of the Common Assessment Framework (CAF) across the Western Balkans public administration institutions over the last two years. Counting on building regional expertise in implementing CAF and PEF processes, with the support of the CAF Centre of KDZ, RQMC of ReSPA in September this year, started with the two-module Training for External CAF Evaluators (EFACs).
The second Module of “Professional External CAF Feedback Procedure”, conceptualised as Practice Lab, delved into a real CAF Feedback situation. Guided by Bernadette Tropper-Malz, Eva Serjek-Tunke, and Slaven Bukarica, participants ran through the whole CAF Feedback Process, got feedback on the CAF Case prepared and jointly reflected on the lessons learned for their future CAF Feedback Procedures (PEF).
Dalibor Ćopić, Head of Department for Training, Improvement of Service Delivery in Administration and Analytics, Civil Service Agency of Republika Srpska, Bosnia and Herzegovina and Kenan Avdagić, PAR Expert Advisor for sector reforms at PARCO, Bosnia and Herzegovina, shared with colleagues their experience in dealing with PEF procedures as EFACs, especially during the implementation of PEF in the Civil Service Agency of Bosnia and Herzegovina.
After the second Module of this tailor-made Training initiative, 11 CAF practitioners from the Western Balkans are empowered to deliver a Professional External CAF Feedback Procedure and obtain a certification of KDZ as “External CAF Feedback Expert (EFAC)”. Precisely, they learned how CAF can contribute and be linked to organisational development and change initiatives in public administrations, how the system and process of the Professional External Feedback Procedure (PEF) is working and how to prepare, organise and conduct the on-site visit for PEF based on a real CAF case.
The RQMC works in two main directions – expanding the number of public institutions that roll out the CAF and enhancing regional proficiency in conducting PEF procedures that lead to the CAF Certification. The ultimate goal is to increase institutional performance and public services for the citizens.
